OMG!! Child Abuse much!?

Ok somethingreally horrible hapapned on my way home from school. As I was going down the stairs I saw this lady scolding her kid and he was crying. The lady was carrying a hard hat, Probably for riding on a motorcycle then she did something that shocked me! She hit the kid on the head with it! I could hear the thump right after it made contact then she moved on to banging the kid's head against the wall a couple of time then she punched him on the shoulder, the gut then shoulder again! Me, a few elementary students and a few of my friends and classmates were staring at them later and the lady just kept yelling at him! She didn't even care that we were watching when she was done we all looked away as if nothing happened.

Now I ask you this. Is this RIGHT!?
